Do I need council approval to pour concrete in Rockhampton?

Sometimes yes, sometimes no, and the answer depends on what you are pouring and where the concrete sits. A path down the side of the house is nothing. A crossover or a shed slab is a different story. Here is the plain version for the Rockhampton and Capricorn region, including what it costs and what happens if you skip it.

The rule of thumb: if the concrete is structural, or it touches the road reserve, or something is going to be built on it, it needs approval. If it is a flat slab on your own land that nothing is built on, usually it does not.

  • Paths, patios and slabs on your own land with nothing built on them: generally no building approval needed.
  • Driveway on your land: generally no approval. The crossover at the kerb is the part that needs it.
  • Shed slab: assessed with the shed as a Class 10a building. Almost always needs approval.
  • House or extension slab: always needs approval as part of the Class 1a building work.
  • Retaining, or anything over a boundary or on a flood or heritage overlay: check first, always.

Two councils cover this region and people mix them up constantly. Rockhampton Regional Council covers the city, North Rockhampton, Gracemere, Parkhurst and Mount Morgan. Livingstone Shire Council covers Yeppoon, Emu Park and the Capricorn Coast. Different forms, different fees, same principle.

Driveways

The crossover is the bit that needs a permit.

The driveway on your own land generally does not need building approval, but the crossover, meaning the section from the kerb to your property boundary, does. That part sits in the road reserve, so Rockhampton Regional Council has to approve the vehicle crossing before anyone pours it. If you are at Yeppoon, Emu Park or elsewhere on the Capricorn Coast it is Livingstone Shire Council instead. Pouring a crossover without that permit risks council removing it at your cost, and it can hold up a house handover.

The permit is not a formality either. Council will check the width, the location relative to the intersection and any street furniture, the number of crossings on the block, the profile so it matches the kerb, and the stormwater path so your new concrete does not send water somewhere it should not go. On a new build they usually want it matched to the approved plans. Sheds and houses

Structural slabs and the certifier.

The slab and the shed are assessed together, and a shed is a Class 10a building under the National Construction Code, so it almost always needs a building approval. In Queensland that approval comes from a private building certifier rather than over the counter at council. The certifier wants the engineered slab and footing design, the site classification from the soil test, and the shed manufacturer’s engineering, because Rockhampton is in cyclone wind Region C and the holding-down details have to resist uplift. A small garden shed under the exempt size and height thresholds can be an exception.

That Region C point is worth sitting with. Under AS/NZS 1170.2 this region is designed for cyclonic wind, and the failure mode for a shed is not the wall blowing in, it is the whole structure lifting off the slab. Which means the slab is the anchor. Edge beam depth, bolt type, embedment and edge distance are all engineering, not preference. The same standard is why a shed slab here costs more than the identical slab in Toowoomba.

A private building certifier does, in almost every case. This surprises people who expect to lodge everything at council. Since Queensland privatised building certification, the certifier assesses the design against the NCC and the relevant standards, inspects the steel before the pour, and issues the final certificate. Council still handles planning matters, the vehicle crossing on the road reserve, and anything touching flood overlays or a heritage listing. The standards behind it

What the certifier is actually checking.

Approval is not a rubber stamp on a drawing. There is a specific set of documents underneath it, and on a Rockhampton slab they are:

  • AS 2870 for residential slabs and footings, which converts your soil test into a site classification and drives the beam depths and steel.
  • AS 3600 for the concrete structure itself, including cover to the reinforcement.
  • AS 1379 for the supply of the concrete: the grade on the docket, the slump, and the 28-day strength.
  • AS/NZS 1170.2 for wind actions, which puts this region in cyclonic Region C.
  • The NCC Housing Provisions, which pull the above together for Class 1 and Class 10 buildings.

The steel inspection before the pour is the one that catches people. Once the truck has been, nobody can see the reinforcement. If the certifier did not look at it, there is no way to certify it later without breaking the slab open. The money

What approval costs, and what skipping it costs.

Budget the three items together, because they come as a set on any structural slab in 2026: a geotechnical soil test at 450 to 850 dollars, the engineered slab and footing design at 650 to 1,400 dollars, and certifier approval at 600 to 1,600 dollars. A council vehicle crossing permit is typically a few hundred dollars on top. So roughly 1,700 to 3,850 dollars of paperwork before a truck turns up. It feels like a lot until you price a slab that has to come out because it was never approved.

A worked example, a 9m by 6m shed at Gracemere. Soil test $650. Engineering $950. Certifier $1,100. Crossover permit not needed, the driveway is already in. The shed slab itself, 54m² on reactive Gracemere clay with a deeper engineered edge beam, comes in around $10,200. Total roughly $12,900, of which about $2,700 is approval and design. Now price the alternative: an uncertified slab that the certifier will not sign, so the shed cannot get its final inspection, so you demolish 54m² at $40 to $80 per m² plus tip fees and pour it again. That is the same $10,200 twice plus the demolition.

Three things bite, usually later rather than sooner. Council or the certifier can issue a show cause and enforcement notice requiring the work be certified retrospectively or removed. Your insurer can decline a claim on unapproved building work. And it surfaces at sale, when the buyer’s solicitor asks for the final inspection certificate and there is not one, which either kills the contract or knocks the price. Retrospective approval is possible but it is slower, dearer, and sometimes impossible if the steel is buried and nobody inspected it.
